Nebius unveils plans to build one of Europe's largest AI factories as region scrambles for compute
Europe is racing to create the infrastructure needed to power the AI boom.
Nebius unveiled plans on Tuesday to build a new AI data center in Finland, which it says will be one of Europe's largest when up-and-running, as the region races to develop the compute infrastructure needed to power the AI boom.
The new facility will be based in the Finnish city of Lappeenranta with a capacity of up to 310 MW. Nebius said it expects the data center to begin initially supplying customers by 2027.
"We have been building in Finland for many years and are pleased to be expanding our presence here," said Nebius CEO Arkady Volozh in a statement.
"Lappeenranta represents a significant addition to our global AI infrastructure build-out, and will make a significant contribution to achieving our capacity goals."
Europe's AI buildout
It comes amid a slew of AI infrastructure announcements across Europe.
French AI startup Mistral said Monday it had secured $830 million in debt financing to operate a data center near Paris. That came after a February announcement of a 1.2-billion-euro ($1.38 billion) plan to build data centers and compute capacity in Sweden.
U.K. startup Nscale announced it had raised $2 billion at a $14.6 billion valuation earlier this month, with plans to develop AI data centers in its home market alongside Europe and the U.S.
Meanwhile, 2025 saw MGX, Bpifrance, Mistral and Nvidia unveil plans for a 1.4 GW AI campus in France and Brookfield said it would invest up to $9.9 billion in an AI data center in Sweden. OpenAI said it would launch a Stargate-style AI data center in Norway last year, in partnership with Nscale.
But while AI compute commitments in Europe have come thick and fast, the region faces acute challenges as it looks to build out infrastructure. The price of energy in Europe is higher than in the U.S. and projects face challenges connecting to national grids or accessing alternative sources of energy.
Nebius, which is headquartered in the Netherlands but listed in the U.S., has emerged as one of Europe's leading neoclouds providing AI compute. The company is targeting more than 3 GW of contracted power by the end of this year. Shares were up 2.4% in premarket trading.

In the EMEA region, Nebius has secured more than 750 MW of contracted power, the company said, including an AI factory near Lille, France, that it expects to have a capacity of 240 MW when fully deployed. Earlier this month, Nebius said it had secured approval for its first gigawatt-scale AI data center, which would be based in Missouri, U.S.

europeShow HN: Live simulation of AI agents scamming each other (and getting caught)
AI agents are transacting at scale now. Stripe, Coinbase, Visa, Mastercard all have live agent payment rails. But nobody can verify who they're paying. One wallet registered 10,000+ fake agent services on x402. Almost 1,900 MCP tools quietly changed what they do after getting approved. There's no reputation, no history, nothing. Every agent starts as a stranger every time. Every trust solution out there right now is some version of "leave a review." Same model as eBay in 2003. The obvious attack is spinning up fake identities that review each other, and it's already happening at scale. I work with Prof. Johan Pouwelse at TU Delft on this. He's the guy behind Tribler (2M+ users, decentralized anonymous BitTorrent), has been running one of the largest blockchain labs in the EU since 2007 (be

Russian military plane crashes into Crimea cliff, killing 29 people
A Russian An-26 military transport plane crashed into a cliff in Crimea, killing 29 people on board, due to a possible technical malfunction, Russia’s defence ministry said early on Wednesday, according to news agencies. Tass news agency, quoting the ministry, said communication with the aircraft was lost at about 6pm local time on Tuesday on a planned flight over Crimea. The peninsula, covered in sweeping mountains leading down to the coast of the Black Sea, was annexed by Russia from...

Scottish man linked to gang arrested in Indonesia’s Bali after Interpol issues red alert
A Scottish man, described as a senior figure in an international crime syndicate, was arrested shortly after landing on the resort island of Bali, according to authorities in Indonesia. Japan races to limit fallout from Chinese embassy break-in
Japan has moved swiftly to contain the diplomatic fallout after a member of its Self-Defence Forces broke into the Chinese embassy in Tokyo last week. But observers and local media say the incident has given Beijing an opening to reinforce claims of rising militarism and anti-China sentiment in Japan. Yoshinobu Kusunoki, commissioner general of the National Police Agency, on Monday called the break-in on March 24 “extremely unusual and serious”, adding that it “should not have happened”. His...

How China is building faster high-speed railways using vast underwater tunnels
China has finished digging the underwater section of a high-speed rail tunnel stretching more than 14km (9 miles) under a busy segment of the Yangtze River, as the country increasingly turns to vast subterranean passages to expand its railway network. The tunnel beneath China’s longest waterway, which will link Shanghai’s Chongming Island with Taicang city in neighbouring Jiangsu province, is on track to be completed by the end of the year, state broadcaster CCTV reported. The project will allow...
